New Beginnings Housing Phase II

Building on the success of the original New Beginnings Housing community, Phase II expands the City’s emergency housing network by transforming another challenging urban site into a place of safety, stability, and hope for people experiencing homelessness.

Constrained by freeways, rail corridors, major arterial streets, and critical public infrastructure, the site presented significant planning and engineering challenges. Through close collaboration with City agencies, utility providers, and the design build team, these limitations became opportunities to demonstrate how thoughtful planning can unlock sites often overlooked for traditional development.

The community is organized around a series of welcoming pedestrian spaces that encourage connection, safety, and a sense of belonging. Modular prefabricated shelter units are carefully arranged to create intuitive circulation, shaded gathering areas, and communal spaces that support both residents and service providers.

Like its predecessor, New Beginnings Housing Phase II recognizes that emergency housing should offer more than shelter. Through careful attention to color, landscape, natural light, and shared space, the project creates an environment that restores dignity while supporting the journey toward permanent housing.

Designed and delivered through an integrated design build process, the project demonstrates how speed, collaboration, and thoughtful design can come together to address one of Los Angeles’ most urgent civic challenges.
